National High-Tech Enterprises are recognized based on the "Administrative Measures for the Recognition of High-Tech Enterprises," with the main requirements including:

Core Independent Intellectual Property Rights: The enterprise must possess core technologies and intellectual property independently developed.

Continuous R&D: The enterprise must continuously conduct research and development and transform technological achievements in high-tech fields that are nationally key supported.

Registration Requirements: The enterprise must be registered in China (excluding Hong Kong, Macau, and Taiwan) for more than one year.

R&D Expenditure: The proportion of R&D expenditure to sales revenue must meet certain standards, specifically:
- Enterprises with sales revenue of less than 50 million yuan must have R&D expenditure proportion of not less than 5%;
- Enterprises with sales revenue between 50 million and 200 million yuan must have R&D expenditure proportion of not less than 4%;
- Enterprises with sales revenue exceeding 200 million yuan must have R&D expenditure proportion of not less than 3%.

Proportion of Scientific and Technical Personnel: The proportion of scientific and technical personnel to the total number of employees must be no less than 10%.

High-Tech Product Revenue: The revenue from high-tech products must account for no less than 60% of the total revenue of the enterprise.
